CCTV Surveillance & Access Control System for a Major Construction Site

OMS24 Zrt. was commissioned to provide CCTV surveillance for the construction area of a high-priority project in Central Hungary, together with controlled entry and exit for personnel and vehicles.

The size of the site — approximately 2 km² — combined with the limited number of fixed observation points and the high system-availability requirements meant that the project required high-end equipment and carefully designed infrastructure.

The client specified the manufacturers of the CCTV and transmission equipment, as well as several other technical requirements, including backup time for the uninterruptible power supply systems and the required number of microwave links.

OMS24 Zrt. managed the process from design through to technical handover.

What did we build?

As part of the greenfield project, the following infrastructure was constructed:

7 fixed surveillance points, installed on 12-metre spun reinforced-concrete poles;

1 server container;

1 control room with an eight-screen video wall;

2 access control containers, each equipped with six turnstiles and an integrated guard station;

1 access control container with two turnstiles and an integrated guard station;

2 vehicle access control platforms;

2 mobile camera stations.

At two locations, no permanent electrical supply was available.

These surveillance points were therefore designed as off-grid systems, using a combination of solar PV, battery storage and an automatically available diesel generator.

More than 90 cameras and 250 active devices

The completed system operates with more than 90 cameras, providing continuous video and event recording.

The total number of installed active devices exceeds 250.

Power distribution was provided through prefabricated outdoor cabinets manufactured in advance according to the project requirements. OMS24 Zrt. installed and commissioned these units on site.

To support the operation of the infrastructure, we also implemented continuous monitoring of system alerts and key operating parameters.

50 days for physical implementation

From the formal handover of the work area, only 50 days were available for the physical implementation of the system.

During peak periods of the project, more than 40 people were working simultaneously across five different locations.

This made logistics an important part of the project as well.

Materials, equipment, installation teams and subcontractors had to be coordinated so that the required resources were available at the right place and at the right time.

The project therefore required not only technical expertise, but also significant coordination and project-management capability.

An integrated security infrastructure

The solution was not simply a collection of cameras.

The completed infrastructure combined:

fixed CCTV surveillance;

mobile camera stations;

personnel access control;

vehicle access control;

microwave data transmission;

central recording; operator workstations;

video-wall display;

off-grid power supply;

and continuous system monitoring.

The objective was to create a single, integrated security system capable of supporting the changing requirements of a large construction site.

Technologies used

The project was implemented using:

Dahua cameras;

Dahua NVRs;

Dahua monitors and display controllers;

network switches;

MikroTik transmission equipment;

DSS security management software;

Dell client and server hardware.

The outdoor power-supply cabinets were custom designed and developed together with Balmex Kft.

For the off-grid surveillance points, the power systems included:

Deye hybrid inverters;

Pytes battery systems;

Pramac diesel generators;

and solar PV generation.

What did this project demonstrate?

A security system of this scale cannot be designed by simply deciding how many cameras are required.

The CCTV system, transmission network, access control, power supply, redundancy, monitoring and physical infrastructure all need to work together.

The real task was not to install individual devices, but to create a complete security infrastructure capable of operating reliably across a large and continuously changing construction site.

For OMS24 Zrt., the project also provided significant experience in coordinating complex technical systems, large installation teams and multiple work locations within a very tight implementation schedule.

From design to technical handover, the entire system had to function as one integrated solution.
